Nuisances:

You may not use your patio as a storage area if it can be seen or smelled from the rest of the property. (6.9)

You must keep your noise down between the hours of 8:am and 10:pm. (city ordinance)  But let’s be courteous about noise all the time. No loud speakers at the pool or on patios.

 

Important Information:

 

  Please remember that your monthly assessments are a contractual obligation; they pay for your water, your sewer and your garbage; the maintenance of our buildings and common areas; the insurance on the building structures; as well as the service providers who work in our community. It costs your neighbors when you do not pay. If your account becomes more than 31 days past due your pool code will be deactivated.

You own your unit from the studs in, the HOA owns the structure, including the siding outside. You cannot change the outside without asking permission, that means windows, rain gutters and twinkle lights, awnings and doors. You must ask permission to make these and similar changes.

  If permission is granted, then the additions or changes are at your expense. There is an architectural change form on our website, or you may request one from Metro Property Services.

 You also own what is under your unit including your patios This means that any water/plumbing leaks or utility issues that occur under your home or patio, or any issues that only affect your unit are repaired at your expense. This also means that you are free to make changes to the patio surface (eg: tile, bricks, cement or grass).

 

The Association is a nonprofit corporation, formed for the purpose of preserving the values and amenities of Westbrook. It is the commitment of the Westbrook Community Association to maintain a community of high aesthetic value for everyone. It is served by a volunteer board, whose time is donated to the service of our community.

 

Officer Obed:

We have an off-duty police officer who patrols our community. He helps to keep us all safe. He tags vehicles for being stored, for not having tags, for improper parking.  He walks the property and reports improperly disposed bulk garbage and light poles that may be out.  He addresses trespassers and miscellaneous issues that need management’s attention.

Update:

  Thank you all for your patience with our landscaping.  It is a work in progress, and we are starting to see improvements. The irrigation system is getting a necessary, full overhaul.

  The dead and dying trees have been disappearing off of our campus, and other trees are being trimmed back from the buildings just in time for some of our worst weather, this is helping to increase safety.

  The broken down-pergola was removed from the pool area. It has a clean look to it, and there will be a shade sail going up soon.

  The clubhouse parties are going to be a lot cooler from here on out.  We are getting a new system to replace the one we have now. No more surprises, the air will stay where you set it.

 

Upcoming projects:

  We are working with our lawyers right now to decrease the debt owed by those of you in arrears with your dues. This includes pursuing foreclosure.

  We are working building by building on repairs. Your building will see repairs in the next couple of years.

  Pool deck refinishing is on the books for the fall. We need to fill the cracks, and repair the broken pool edges.

  The drives and parking lot all need to be repaired and seal-coated in the next couple of years.

  All of these projects take readily available funds, and we need your dues to pay for these projects.

Oversized Refuse area:

We have an area for your oversized refuse or bulk items.  It costs the community to haul it away, and we are okay with that. But we need your help.  We need you to haul your oversized garbage/refuse to the disposal location. Dumping anywhere else in the community is considered improper and will result in a work-order charge to your account.

 We need you to help keep this community looking clean. We also need you to report anyone coming into the community to dump their junk. That is against the law, and your pictures and information can help us catch those who trespass into our community. For access to the oversized area contact management.

 

Dogs:

Your HOA pays for dog stations and poo-bags.  Please use them. Leaving your pet poop is against the CC&Rs.  It costs everyone when you do not do your part for your animals. Scoop your Poop!

 

Cars:

Our parking lot is not your storage area.  If you are not using the automobile, it needs to go.  If your tags are out of date, the auto will be towed. If you have dirt and cobwebs all over the car, it will be towed.  You have ONE dedicated parking space, you may use it, but your tags must be up-to-date. To avoid confusion, you may want to park the least-used car in your covered spot so it is not mistaken for a stored car.

Also note in your CC&Rs (also available online) that you may not park trailers, RVs, or boats on the property (6.7) 

You may not service, repair, reconstruct or clean your vehicles on the property…with the exception of emergency repairs (6.8).
